1. Introduction to Public Management Degree
Public management is a discipline that studies the patterns of social public affairs management, mainly focusing on the management activities of governments and other public organizations. The discipline of public management originates from the science of public administration. With the development of social practice and needs, it presents a trend of “great public management”, which is on the basis of traditional government administration, it pays more and more attention to public domain and department management issues such as public economy, population and human resources, social security, public health, natural resources and environment, science and technology, education, etc.
The public management discipline of Chang'an University started in the late 1980s. In 2000, it was approved as a master degree in land resource management. In 2006 it was approved as a master’s degree in administrative management. And it was approved as a master of public administration (MPA) professional degree in 2007. In 2012, it was approved as a master's degree in public management discipline. At present, this degree has established a talent training system including undergraduate (administrative management, public utility management, and land resource management), academic master's degree, professional degree master's degree (MPA), and doctoral degree education. The degree positioning of this degree is organically connected with the characteristics of Chang'an University, focusing on the cross-integration of general public management theories and industry management, and a large number of research results have been formed in the areas of transportation, land resources and environment, scientific and technological innovation policies, and cultural management. Industry-based public management is a characteristic discipline advantage that has delivered a large number of high-level talents for industry management departments.
There are 43 full-time teachers with reasonable structure of age, professional title, and academic background. 80% have doctorate degrees and 50% have overseas study or visit experience. 50% of the teachers have academic part-time, social part-time or expert consultant work. Undertakes 8 national social science fund projects, more than 30 provincial and ministerial projects, and more than 200 papers have been published in domestic and foreign journals such as Land Use Policy, International Journal of Environmental Research and Public Health, Chinese Administration, Scientific Research Management and “China Land Science” in the first search district journals of SSCI. More than 20 papers have been reprinted in full text by Chinese Social Science, Xinhua Digest, Reprinted In Information Center For Social Science Of Renmin University Of China, etc., and have won more than 10 outstanding achievements in social sciences of Shaanxi Province.
2. Training objectives
Adhere to the principle of focusing on theoretical study and guided by ability cultivation, cultivate a comprehensive grasp of the basic theories and professional knowledge of public management, proficiently use a foreign language, have the ability to independently analyze and solve practical problems in public management, and be comprehensive develop and adapt to applied talents engaged in actual administrative management in public departments and enterprises and institutions, as well as academic talents engaged in teaching and scientific research in colleges and scientific research units.
3. Main research directions
(1) Administration
This direction mainly focuses on theoretical and practical issues in government management and services. In addition, based on the advantages of Chang'an University in the fields of highway transportation and cultural management, research characteristics are formed around transportation administrative management and cultural management.
(2).Education Management
This direction mainly studies the management and governance of higher education, involving school management, student management, scientific research management and other aspects.
(3). Public Policy
This direction mainly studies public policy issues in regional development and industry management, involving scientific and technological policy and innovations of evaluation, environmental governance policy and other issues.
